David Archibald Harvey (1845-1916) was born in Canada, but moved to Ohio as a child. A lawyer by trade, Harvey had a practice in Topeka, Kansas prior to the opening of the unassigned lands and the [[land run of 1889]]. In November of 1890 Harvey was elected to serve as the territory's first delegate. After losing the 1892 election Harvey moved to Wyandotte, Oklahoma. He died in New Mexico in 1916.
