Edmond M. Fry was the first city manager of Oklahoma City, a position he held from April 1927 to April 1931. Prior to his time as city manager, Fry served ten years as city manager of the city of McAlester and spent ten years as assistant warden of the Oklahoma State Penitentiary. Fry also had experience in the oil business, banking, and working for the topographical bureau of the United States geographical survey. As the first city manager he was employed at a salary of $1,000 per month.
